to create 287.31 (1) (ar) of the statutes;
2relating to: the specified minimum percentage of postconsumer fiber
3contained in newsprint.

Under current law, the publisher of a newspaper is required to pay a newspaper
recycling fee based on the volume of newsprint used by that publisher unless the
newsprint used by the publisher contains a specified minimum percentage of fiber
derived from postconsumer waste. "Postconsumer waste" does not include solid
waste generated in the production of goods.
This bill allows the proportion of recovered material contained in newsprint to
be counted toward the specified minimum recycled content. The bill defines
"recovered material" as a product which is recovered from solid waste in a form
identical to the original form for a use that is the same as or similar to the original
use.
